Preconstruction Starts on the Weingart Center!

The Swinerton OCLA division was selected by the Weingart Center Associates and Chelsea Investment Corporation to provide preconstruction services for a large-scale, two-tower, transitional and supportive housing facility located in the Downtown Los Angeles Skid Row area, which will be one of the largest of its kind on the West Coast. The adjacent 18- and 12-story mixed-use towers will offer 382 residential dwelling units along with job training/classroom space, counseling areas, dining, philanthropic administrative offices, and commercial retail space.    

The City and County of Los Angeles have been struggling with a growing homelessness crisis for many years, and the Weingart Center marks one of the first large-scale projects supported in part by the City of Los Angeles’ $3.5 billion Measure H and County of Los Angeles’ $1.2 billion Measure HHH to provide both housing and services to break the cycle of homelessness. This ambitious project will serve that mission by providing a beautiful and inspiring facility that will enable the Weingart Center Associates to provide a unique residential based program with comprehensive services, giving individuals the skills, resources, and hope they need to lead productive and self-sufficient lives off the street.                               

Planning has started for the relocation of existing electrical utilities including poles, transformers, and a generator that serves an adjacent operating facility. The proposed point of connections received approval from L.A. Department of Water and Power (LADWP) and kicked-off the start of the design for the utility relocations. The team will set up meetings with the Service Planner and closely coordinate with LADWP to aid in moving the design forward. Timely management of City submissions and permit approvals will be critical to making the targeted construction start of December 2019.

The early focus of the preconstruction team is on logistics planning and schedule development for the anticipated 18 months of construction. They will be collaborating with the design team on package submission timelines and targeting the necessary approvals to start excavation early. With the project’s location on L.A.'s Skid Row, outreach meetings have started to lay the groundwork for partnering with local businesses and community groups to ensure safety, security, and a smooth construction process for all stakeholders.
