Swinerton Breaks Ground on One of the Biggest San Francisco Affordable Housing Projects in 10 years
On August 26, Swinerton broke ground on the 921 Howard Affordable Housing project in partnership with TNDC (Tenderloin Neighborhood Development Corporation), Curtis Development and Perry Architects. As part of the project, Swinerton is committed to the San Francisco Mayor’s Office of Housing & Community Development’s requirements, which includes a 20% subcontract amount for Small/Local Businesses. Thus Swinerton is working closely with Spencer Masonry, Giron Construction and Harris Hoisting and is proud to have them as part of the team.

Located in the heart of SOMA, 921 Howard will be a family-friendly, mixed-use building centering on tenant needs. With onsite social workers and Property Management, tenants will have a built-in support network to help them adjust to their new home, feel welcome, and remain stably housed.
This project scope consists of an 18-story, 180-foot-high, residential-rental mixed-use building. No below-grade program area is proposed. The ground floor will include a retail and elevator lobby entrance for residents, single-level residential units, bike parking, and utility rooms. A private landscaped terrace for common residential use will be on the 3rd floor. An amenity space and laundry room will be on the 2nd floor with an additional laundry room located on the 7th and 11th floors. The structure will be a Type IA concrete frame with concrete shear walls and deep foundations.

The building will be owned and operated by TNDC whose mission is to develop community and provide affordable housing and services for people with low incomes in the Tenderloin and throughout San Francisco. They currently operate 43 buildings across 7 neighborhoods in San Francisco—the Tenderloin, SOMA, Western Addition, Mission, Mission Bay, Haight, and Transbay.
The developer of the project is Curtis Development (CD), a woman owned, African-American development company focusing on developing vibrant, mixed-use urban infill projects for individuals and families at all income levels. Curtis Development is owned by Charmaine Curtis, a residential real estate developer with a 30+ year track record developing both market rate and affordable housing throughout the Bay Area. Her real estate experience encompasses a diverse range of multi-family, mixed-use, urban infill projects including the groundbreaking conversions of formerly industrial buildings to lofts South of Market and the construction of housing over a full-service grocery store on an entire city block. She has overseen or otherwise participated in the development of over 8,000 units of housing.
Spencer Masonry Inc. was established in 1976 and offers innovative solutions for the public and private sectors as mason contractors. As a family owned business, Spencer Masonry is in it’s second generation of partnering with Swinerton.
Giron Construction is both a contractor and construction management firm; operating in the San Francisco, Bay Area. Founded in the Bayview-Hunters Point in 2009, and a certified LBE, Giron Construction is a community-driven business, dedicated to providing opportunities to the local underserved communities of San Francisco.
Harris Hoisting is a certified Woman / Minority Owned Business Enterprise (WMBE), Disadvantaged Business Enterprise (DBE), Micro Small Business (SB), and Local Business Enterprise (LBE); that provides professional hoisting and lift services for large vertical construction projects in the San Francisco Bay Area for over 30 years.
