Beam signings commemorate the structural completion of Santa Rosa’s first new library in 20 years and a critical new fire station
SANTA ROSA, Calif., — June 25, 2026 — Swinerton Builders (Swinerton), the general contractor for the City of Santa Rosa’s Hearn Community Hub – Phase 1, celebrated a significant construction milestone with a beam signing ceremony marking the topping out of the project’s new public library on June 4, 2026. As scheduling constraints precluded a formal topping-out ceremony for the fire station, fire personnel participated in a series of smaller beam-signing opportunities. Together, these events mark the structural completion of both buildings within the $48.2 million design-build civic complex located at Hearn and Dutton Avenues in southwest Santa Rosa.
The topping out tradition in which project team members, stakeholders, and community representatives sign the final structural beam before it is set in place honors the hard work of the craftspeople and trade partners who have brought these community-serving facilities to life.

The Hearn Community Hub – Phase 1 encompasses two distinct facilities on a six-acre site:
- Roseland Regional Library: A 12,475-square-foot facility that will serve as the City of Santa Rosa’s first new library in 20 years, developed in partnership with the Sonoma County Library and designed by Jayson Architecture. This facility also features a mass timber roof structure provided by Timberlab.
- Fire Station #8: A 9,915-square-foot critical public safety facility designed by Shah Kawasaki Architects, replacing a long-needed station to serve the southwest Santa Rosa community.
Surrounding landscape designed by RHAA will further enhance local infrastructure and strengthen community connection across the site. Future phases of the Hearn Community Hub envision the addition of recreation and aquatic centers.
“The Roseland Regional Library will be much more than a building—it will be a place where children discover a love of reading, families connect with resources, and neighbors come together,” added Sonoma County Library Director Erika Thibault. “This project represents an investment in opportunity and lifelong learning for the Roseland community.
