Reimagined as a town square to bolster civic engagement, the new 83,000-square-foot, three-story South San Francisco Community Civic Campus (Phase 2) consists of a new library, a community theater, and a parks and recreation center. The library features 35,000 square feet of collections space, a discovery center with a multipurpose program room, makerspace, a technology lab, study/tutoring areas, and flexible meeting rooms.

The 5,000-square-foot community theater serves as a performance area and space for the City Council chambers to hold community meetings. The 35,000-square-foot parks and recreation center houses small, medium, and large classrooms, music rooms, and exercise/dance spaces, along with 1.3 acres of developed parkland. The large hub provides a central welcome space for the entire facility, including areas for small lectures, receptions, and galleries.

All portions of the building include enhanced internet capabilities for public use and opportunities to utilize state-of-the-art electronic technologies. Driven by performance, the building enclosure utilizes a delicate ceramic frit pattern that responds to varied solar heat gain and interior viewpoints. The visual pattern was produced using climate data and site orientation. The program distribution formed a parametric data set distributing 500,000 ceramic frit dots around the building. In addition to overall preconstruction and construction services, Swinerton self-performed structural concrete, drywall, and doors, frames, and hardware.
