Swinerton served as general contractor for the Weingart 11010 Santa Monica Boulevard Affordable Housing project in Los Angeles, delivering a five-story, 51-unit modular supportive housing community for seniors and military veterans aged 62 and older. Developed to address critical housing needs, the project provides permanent supportive housing construction with access to on-site health, counseling, and case management services.
This project reflects Swinerton’s broader experience delivering prefabricated and modular construction solutions for affordable housing across California.
Modular Construction Delivery
Concurrent Offsite Fabrication and Onsite Construction
To accelerate delivery in a dense urban environment, Swinerton implemented a full modular construction approach. Residential units were fabricated offsite while the cast-in-place podium was constructed simultaneously, enabling parallel workflows that reduced overall project duration compared to conventional methods.
Accelerated Installation: 51 Modules Set in 10 Days
All 51 modules were manufactured at an offsite facility and transported to the project site for rapid installation. The units were set by crane in just 10 days, allowing the structure to rise from Level 1 to Level 5 in a significantly compressed timeframe.
Swinerton coordinated closely with AMJ Construction Management and modular manufacturer Silver Creek to integrate prefabricated units with onsite structural systems and building services. A prefabricated exterior envelope system further extended the benefits of offsite construction, improving quality consistency while reducing field complexity. Permanent Supportive Housing for Seniors and Veterans
The project delivers 51 studio units ranging from approximately 315 to 400 square feet, along with one two-bedroom manager unit. Designed as permanent supportive housing, the development serves unsheltered seniors and veterans by providing stable housing paired with access to essential services.
Residents benefit from on-site medical and psychiatric care, counseling, job training, substance use support, and intensive case management, supporting long-term stability and improved quality of life. This work builds on Swinerton’s portfolio of affordable housing construction projects throughout Los Angeles and Southern California.
