P3 brings the strengths of the public and private sectors together to deliver public infrastructure efficiently and cost-effectively. For the agency, that means access to private capital, accelerated delivery schedules, and lifecycle accountability — all without giving up public control of the asset.

Swinerton has delivered some of California's largest P3 civic projects, including the County of Orange Civic Center — a 500,000 SF, two-building, six-story complex delivered through one of the largest public-private partnerships of its kind in the state. The North building came in five months ahead of schedule with no owner change orders due to missed scope or design errors.
