Swinerton Delivers First Housing at Historic Power Station Site
The Sophie Maxwell Building adds 105 below-market-rate units to San Francisco’s Dogpatch neighborhood, completed four months early and under budget.
San Francisco, CA, February 16, 2026—Swinerton Builders (Swinerton) successfully completed construction of The Sophie Maxwell Building, a transformative eight-story, 81,220-square-foot mid-rise residential community located at the historic Power Station site. This landmark development includes 105 below-market-rate units—70 studios, 21 one-bedroom, and 14 two-bedroom units—helping address the critical need for accessible housing in San Francisco’s Southeast neighborhood.
The Sophie Maxwell Building is more than just housing—it is a vibrant community hub. Residents will benefit from thoughtfully designed amenity spaces, administrative offices, retail spaces, and communal laundry rooms on the ground floor. The project received LEED® Gold certification, reinforcing a commitment to sustainability and long-term community health.

A hallmark of the project is its emphasis on local economic empowerment. Swinerton implemented a program to provide meaningful work packages for hyper-local trade partners, ensuring that the economic benefits of construction extend to the surrounding community. These hyper-local trade partners are BIPOC-owned, emerging and micro businesses that, on average, generate less than $1 million in annual gross revenue.
The Sophie Maxwell Building demonstrates what is possible when public and private partners unite. Managed by The John Stewart Company, it will provide long-term stewardship and resident support.
